besides using a lathe, what are some suggestions or exsisting hand tools that can produce accurate dowels?

even in the days of old lathes were used to make dowels. they were foot powered lathes. you could try a spoke shave but i doubt that you would be happy with the results.

How about starting with a dowel, cut it into widths you need using hand tools. If you need it cored, use a hand drill.
Otherwise, get some power tools.

Secure each end to start, like driving a small nail through a piece of plywood attached to a table. On the other end, drill a hole through a piece of plywood and attach a handle to the wood you are going to use. Then start cranking baby.

You can buy dowels from various woods at stores like Woodcrafters. They come in a variety of sizes, lengths, and wood species.

Use a ‘Plane’ and maybe a shaver & scraper will help.
